Malcolm trustees adopt One & Six-Year Street Improvement Plan, approve road work and meter installation

The Trustees of the Village of Malcolm unanimously approved Resolution 2026-06 adopting the One & Six-Year Street Improvement Plan and authorized multiple road- and utility-related contracts at their Oct. 2 meeting.

At the meeting, consultant Reed Miller of Miller and Associates reviewed the proposed One & Six-Year Street Improvement Program and discussed options for chip sealing and whether such work can be assessed to property owners. The board instructed the village attorney to work with Miller to explore establishing an improvement district to advance chip-seal work.

Trustees voted 5-0 to accept Codr Plumbing’s bid of $8,983.30 to install a separate water meter for the original ballfield’s water usage and approved a letter to residents outlining the meter installation process; installation by Codr Plumbing and Excavation is scheduled to begin in mid-November. The board also accepted a bid from NL Driveway Maintenance for up to $10,000 for crack sealing of village roads and approved ordering gravel to apply to village gravel roadways, both by unanimous votes.

Because of higher insurance costs for the village building inspectors, trustees approved a one-time insurance stipend of $701 to inspector Matt Bratrsovsky. A maintenance report and attorney and clerk reports were received by the board.

Resident Judy Jirvosky raised concerns about missing gravel on a roadway and speeding on Exeter Street; the board recommended notifying the county sheriff and filing a complaint form for the traffic issue.

The board approved the plan and related actions by recorded unanimous votes. The village will return to details of any improvement district and the chip-seal proposal in a future meeting once the attorney and consultant complete the necessary steps.
