City finance staff presented a proposed 2026 update to Richmond's master fee schedule, which implements a 4.1% cost-index adjustment and organizational clarifications across departments. Key changes include a new tobacco retail licensing suite (application, renewal and enforcement fees), a nonresident premium for recreation rentals set at 25% above resident rates, new tool-library replacement and late fees, and updated building-and-fire fee structures to align with current codes.
Staff said the proposed adjustments could generate approximately $460,000 in additional revenue next year, driven primarily by community development and public works fee changes. Public commenters including a Contra Costa College staffer and local residents urged the council to consider nonprofit and education discounts and to account for the impacts of higher fees on community groups; staff noted discounts and fee-waiver mechanisms exist for nonprofits and district governments in some cases.
Council introduced the ordinance on first reading and the item will return for a second reading and resolution at a subsequent council meeting.
