Director Butler told the Finance Committee that the three TIFF ordinances (2025-27, 28 and 29) on first reading will default to the Ohio Revised Code when the county objected. "The compensation payments to the county begin in year one not year 11," Butler said, noting the statute sets the county's share at roughly 12.5% under the objection scenario.
The clarification matters because the county's objection altered both the percentage and the duration of payments. Butler and committee members walked through competing calculations: one negotiated scenario would have begun larger county compensation later in the TIFF term, while the statutory default provides 12.5% of the county share across the full 30 years. Butler estimated that produces roughly $7,300 per year for the county under the current plan.
Committee members asked for supporting calculations; Butler said staff would provide the math and that the schools would be notified and have 14 days to respond. The committee agreed to present the amended ordinances on first reading and asked that council place them on second reading after amendment.
The committee did not take a final council-level vote on the ordinances tonight; staff said the goal is to present the measures for council action at the first Council meeting in March. The committee asked staff to supply the detailed calculations and the notice to the schools before final council consideration.
