The Town of Newburgh Planning Board on Jan. 16 waived the public hearing and granted conditional approval to the Pilot Travel Center site plan for electric vehicle charging (project 24‑20). Andrew Fetherston of Colliers Engineering & Design said County Planning issued a no‑impact letter and that the applicant sought conditional final approval without a public hearing.
Board members cited the site's high commercial volume and minimal landscaping as reasons to waive the hearing. "Given that this project is on a high‑volume site, I don't believe a public hearing is warranted," member David Dominick said. Counsel Dominic Cordisco read conditions into the record including deferring landscaping security to the Building Department, strict compliance with the approved plans, and requiring return to the board for any substantive future changes.
The board then voted unanimously to approve the site plan subject to those conditions. The applicant was advised to comply with all departmental requirements and to coordinate building and signage elements with the Building Department.
