The TMRi Taskforce on Feb. 9 reviewed the Jan. 20 Jericho Budget Review meeting and concluded the hybrid format worked noticeably better this year while identifying several fixes for next year.
Taskforce members said food and tabling fostered conversation and turnout, the integration of remote and in-person participants went more smoothly than last year, and the meeting’s voting procedures and motion text were clearer. "Angelike Contis and her capable assistants managed the technology seamlessly," the debrief noted, and the MMU library venue and room setup were praised.
Why it matters: the Budget Review meeting is a public forum to propose amendments to the town budget prior to the Australian ballot; the taskforce warned that unclear presentation, shabby microphone practice and screen legibility problems can disenfranchise remote participants and those seated farther back in the room.
Key takeaways from the debrief included a handful of operational recommendations. Members said an on-screen poll display lingered after votes and confused attendees; they urged that poll results be removed immediately after a call for a vote is resolved, rather than remaining visible during subsequent roll or division calls. The group also asked for clearer moderator instructions: speakers should not begin speaking until recognized, must state their name on the microphone, and in-room attendees should be reminded frequently to use available microphones so remote participants can hear. The taskforce proposed adding more microphones and placing a second screen midway back in the room because motions that appeared on the main screen were not legible from the rear.
Members also discussed a motion involving the town library (referred to in the debrief as JTL and DRML) that prompted a substantive conversation about the library’s role in town life and the wisdom of maintaining two nearby libraries; several members questioned whether allowing a vote on that motion aligned with the meeting rules announced at the start, which the taskforce said reserved "big ticket" items for the Australian ballot. The debrief quoted the Selectboard’s meeting warning verbatim, including ballot article language for the proposed FY2027 budget and a specified appropriation for the Underhill Jericho Fire Department, and contrasted that wording with the taskforce’s view that the Budget Review meeting’s purpose was to propose amendments rather than approve the budget.
Recommendations for next year included assigning someone other than the Town Moderator to capture amendment text to reduce the moderator’s workload and improving advance communication between the Selectboard and meeting organizers about which items are appropriate for amendment at the Budget Review forum. The taskforce scheduled a follow-up meeting for Feb. 16 to summarize survey results and continue planning; Gaye Symington will chair and circulate the Zoom link.
The taskforce did not record any formal votes or policy actions during the debrief; it adopted a set of operational suggestions for next year and will reconvene to finalize them.
