Pittsburgh Public Schools to rename and tighten strategic plan to meet state requirements

Devon Telero, chair of the Policy Committee, opened a June 15 policy workshop to review updates to Policy 100, the district’s strategic plan framework. The committee heard a redline of the policy and was told the document will be published for a 30‑day public review period before consideration by the full board in July.

The administration presented the principal change as a reframing: the document formerly titled the comprehensive plan will be renamed the strategic plan and rewritten to align with Pennsylvania Department of Education (PDE) requirements. The redline shown to the committee removes pre‑kindergarten planning from the strategic plan and adds several state‑required components, including a professional education plan (Act 48 alignment), an induction plan, a student services plan, a special education plan (three‑year cycle), and a gifted education plan (six‑year cycle). The draft also adds an explicit academic standards and assessment assurances section tying district goals to required academic‑assessment work.

Chief Blackwell said the plans are developed across departments and noted the district had previously structured the comprehensive plan with administrative and superintendent oversight. Board members pressed for clarity about how often sections are updated; several directors noted that some policy pages listed a last revision date more than a decade old, though presenters said many policies are updated when PDE mandates new content.

The committee was told the redlined text and supporting workbook will be available in the board packet for 30 days; no vote was taken at the workshop. The committee expects the revised Policy 100 to appear on the July board agenda for formal consideration.

Next steps: the district will post the redline for public review for 30 days and return the item to the board in July with any additional edits requested during the public comment period.
