Derek Papagenopoulos, US Solar’s project developer, told the board the array will use ground‑mounted single‑axis trackers, interconnect via Central Maine Power at pole 24 and sit inside an agricultural‑style 8‑ft perimeter fence. He said the project’s site plan includes two detention basins to manage stormwater and that the array footprint will remain outside the town’s shoreland setback and the FEMA 100‑year floodplain.
The board’s conditional approval requires the developer to submit an amended site plan showing targeted screening and buffering for affected properties, provide visual simulations for the Farmhouse Beer Garden and nearby homes, and post a three‑year performance guarantee to ensure plantings establish. The permit also remains contingent on required state and federal permits, including Maine DEP wetlands review (tier‑three), Army Corps of Engineers review and M DOT approvals, which the developer said must be obtained before construction.

The developer said the array will use single‑axis trackers that rotate with the sun, a 20‑ft gravel access road with a 10‑ft paved apron at Farmington Falls Road, three project poles (meter, recloser, riser) connecting underground conduit to a 20×10 ft pad‑mounted equipment area, and two detention basins (western basin ~40×160 ft, northern basin ~50×140 ft, both approximately 3 ft deep) to control runoff.
Papagenopoulos said US Solar has a fully executed interconnection agreement with CMP for the proposed capacity and that construction will follow an erosion‑and‑sediment control plan with silt fences, construction exits and temporary sediment traps. He stated that the developer cannot start construction without all state and federal approvals and that Maine DEP requires a decommissioning plan and bond placed with the town or DEP.
Community concerns raised at the meeting Several neighbors and local business owners spoke during public comment: - Ken Seor, co‑owner of the Farmhouse Beer Garden, said his venue sits roughly 35 ft above the proposed array and argued that ordinary vegetative buffers would not screen the panels; he urged denial or relocation and asked the planning board to require a substantial berm, 16‑ft trees and a three‑year bond guaranteeing plant survival. - Becca Keane, an adjacent resident, described December 2023 flooding of the Sandy River and said placing panels near dynamic riverine areas raises concerns about debris, erosion and contamination. - Other residents and stakeholders emphasized the site’s existing apple trees, wildlife value, and the town’s interest in preserving rural character and farmland.
Developer responses and board follow‑up Papagenopoulos acknowledged neighbors’ concerns and said US Solar would provide a visual simulation and was open to incorporating vegetative screening as a condition of permit approval. The company said it does not use herbicides on the site, plans to mow and maintain groundcover, and will include decommissioning bond amounts and a plan in state permitting filings.
Board action and next steps After extended discussion the board moved and seconded a conditional approval; the board specified that detailed, written permit conditions would be drafted, reviewed and attached to the final approval. Conditions agreed at the meeting include: a submitted amended site plan showing buffering and screening for the Beer Garden and identified neighboring homes, a visual simulation demonstrating proposed mitigation over time, and a three‑year performance guarantee for screening plantings (local species preference discussed but not guaranteed). The planning board’s approval does not remove other procedural options for residents: the board noted that ordinance changes or a zoning moratorium would require a separate zoning or town‑meeting process and that any appeal to the board’s decision would follow normal appeal procedures.
