Los Ranchos approves FY2028–2032 ICIP with new priorities for public safety and community facilities

The Village of Los Ranchos de Albuquerque Board of Trustees voted unanimously June 16 to adopt an amended FY2028–2032 Infrastructure Capital Improvement Plan (ICIP) that reprioritizes several projects and adds a focused public safety technology item.
Staff presented the ICIP and described the state process by which legislators choose projects from municipal lists. Trustees requested numerical consistency across the plan and administrative materials, discussed whether the legislature prefers shovel‑ready projects, and emphasized finishing partially funded projects rather than immediately adding new ones.
Key changes trustees agreed to at the meeting included:
• Adding a public safety improvements line (for cameras, license‑plate readers and other technology) and placing greater emphasis on road‑safety items; trustees discussed an initial placeholder request of approximately $3 million for safety technology, with a broader villagewide road safety item retained on the list.
• Reordering and clarifying project entries: Fourth Street renovation remained high priority, Osuna Road improvements were moved into the top five, and the Veterans Memorial was separated out from a general community‑center entry so its $500,000 estimated build‑out is tracked distinctly.
• Adjusting several cost estimates for clarity (trustees asked staff to reconcile discrepancies between plan text and the administrative report for projects such as Ortega Road, Chavez Road and the veterans memorial).
During discussion Trustee Edwards urged stronger emphasis on youth and recreational facilities and recommended finishing in‑progress projects; Trustee Baldwin urged clarity so the legislature can readily assess shovel‑ready items. After in‑depth trustee discussion, the board passed the amended ICIP by roll call (4‑0).
What’s next: Staff will correct cost inconsistencies in the packet and submit the adopted ICIP to state authorities in July; trustees said they would continue outreach to legislators to pursue funding for prioritized projects.
