The East Fishkill Planning Board on June 16 approved site-plan applications for a proposed TEG Federal Credit Union branch at 839 Route 376, granting conditional approval after adopting a negative declaration under the town's environmental review process.
Planning board member John Ikeman presented the resolution describing a 6,512-square-foot commercial building on a 1.05-acre parcel in the B3 zoning district, including a two-lane drive-up ATM, 23 parking spaces, drainage and utility work, lighting, sidewalk and landscape improvements and a 10-foot sidewalk easement with a 5-foot concrete sidewalk across the site's Route 376 frontage. Ikeman told the board the project was circulated as an unlisted action and that the town declared lead agency following coordinated review.
The board attached a 12-point list of conditions to the approval. Key conditions include approval from the Duchess County Board of Health; obtaining a town water-connection permit; a highway work permit from New York State DOT for the entrance and sidewalk (the board amended the condition to allow a temporary highway work permit for initial access while full DOT-dedication and the permanent permit proceed); revision of site-plan labels to clarify the Route 376 sidewalk; satisfactory resolution of comments from Renia Engineering Design PLLC and Hudson Valley Engineering Associates review letters (dated June 12 and June 15, 2026, respectively); compliance with any NYSDEC and NYSDOT conditions; no tree removal between March 31 and November 1 to avoid impacts to Indiana bats; an escrow payment of $5,000 for an environmental monitor during construction; and filing required easements with the county clerk before building permits are issued.
Board members discussed timing of sidewalk dedication and the highway work permit, with staff and the applicant agreeing the dedication process can take months; the board amended condition three to require a temporary highway work permit to provide safe site access while the longer dedication process proceeds. After the amendment was seconded, the board conducted a roll-call vote and recorded affirmative votes from Sarah Bledo, Richard Campbell, Donald Pepe, John G. Magnolia and John Ikeman.
Next steps: the chair or an authorized board member must file the resolution with the town clerk and send a copy to the applicant within five business days. The approval is contingent on the listed conditions being satisfied and required state, county and town permits being obtained before work begins.
