At its meeting the Hickman City Council adopted Ordinance 2025-06 on third and final reading to amend the city’s master fee schedule and advanced land-development items to subsequent readings.
Staff said the fee-schedule ordinance primarily posts current fees and removes items no longer applicable to city operations (for example, certain electric fees). The motion to approve Ordinance 2025-06 on third and final reading carried by roll call.
Council also reviewed the Edmond Estate final plat (second edition). Staff noted changes to the subdivision agreement, including a parkland dedication payment of $200 per lot and an adjusted city-installed decorative street-light cost of $4,500 (previously $3,000). The developer had no objections; council passed the second reading and scheduled the third reading at a future meeting. Separately, the annexation ordinance for Edmond Estate (Ordinance 2025-08) received its second reading and will return for the required third reading.
Later in the agenda, the council moved into executive session for approximately 15 minutes to discuss a proposed land acquisition for public parking, with the city administrator included in the closed session; the council resumed open session at 8:12 p.m. No public action on the acquisition was announced after the session.
