Hickman finalizes wastewater-plant payments, approves $8,175 credit tied to HOA work

The Hickman City Council approved the final contract adjustments and payments for the recent wastewater treatment plant improvements.
Nate of Olsson told council the project is complete, the new clarifier is operating with clearer effluent and the bar screen remains in final tuning. Olsson requested a credit of $8,175 (change order 14) because overlapping programming and electrical work performed under a separate HOA contract reduced work required from the wastewater project subcontractors. Council approved Change Order No. 14 (credit $8,175).
Council then approved Certificate of Payment No. 16 to New Birth Construction for $28,256.80 (work through retainage) and Certificate of Payment No. 17 (final retainage payment) for $205,475.39, completing payments on the contract. Olsson reported the project closed with total change orders of about 3.2% above the original design estimate and reminded the council that typical contingency percentages decrease as projects progress from study to final design and bidding.
The council recorded roll‑call approval on the payments; the council also discussed warranty timing (final completion and warranty period beginning May 10) and plans for a later inspection of the older clarifier drive unit when flows drop.
