The Hickman City Council voted to approve a professional‑services agreement with Olsson for preliminary design, geotechnical work and bidding services for a proposed 1‑million‑gallon ground storage reservoir and booster pump station to address growing water demand.
Owen Kllum of Olsson presented the engineering rationale: average daily demand in recent records is “right under 300,000 gallons,” with intermittent spikes to 500,000 gallons and summer peaks over 1 million. Kllum said a ground storage reservoir at the treatment-plant site paired with a booster pump would reduce stress on existing wells, improve pumping efficiency and provide additional capacity for fireflow events. He described a planning horizon of roughly 25 years for sizing and said the firm could deliver bid-ready documents in about a year if land acquisition and scope proceed on schedule.
Estimated construction costs discussed during the presentation were approximately $1.8 million for a ground-storage tank of this size and $200,000–$300,000 for a booster pump station (about $2 million total), excluding land acquisition. Kllum noted that an elevated tower would cost more; site survey and geotechnical borings are required before detailed foundation design.
On funding, staff said water‑utility revenues would cover the engineering agreement and that the city is pursuing an amended $1 million federal appropriation (originally tagged to a wastewater project) with support from Congressman Flood’s office; officials cautioned the federal approval process could take a year. Council members asked about timelines, Buy America/Davis‑Bacon requirements if federal funds are used, and aesthetic/footprint considerations for the tank and pump building.
The council approved the Olsson agreement by motion (moved by Mr. Wagner); the roll-call vote was recorded as unanimous. Council members clarified construction‑phase services would require a separate authorization if council wanted Olsson to remain on during construction.
