Avon reviews Stony Corners sewer options; Authority tables decision until May

The Avon Water Pollution Control Authority on April 9 heard a public information presentation on a proposed sewer extension serving Stony Corners and Stony Corners Circle and tabled further action until its next regular meeting in May.
Town Engineer Lawrence Baril presented a PowerPoint that the minutes say was made part of the record. The materials identified the area as a high-need location per the 2007 Sewer Facilities Plan and summarized two design approaches.
Under the gravity-sewer option, the project would include roughly 3,900 feet of 8-inch main, about 18 manholes and 36 service laterals; depths would range from about 4 to 11 feet. The preliminary gravity construction estimate is $1,400,000 with soft costs (survey, design, administration and inspection) listed at about $5,000, producing a subtotal of $1,405,000 before contingency. The presentation estimated per-property assessments of about $40,374 for gravity connections and about $34,318 for pumped connections; the AWPCA typically provides 15% assessment relief for properties that require a pump.
A low-pressure alternative was also presented. That option showed a lower construction subtotal (about $850,000 for construction and about $74,000 for materials, with a total preliminary estimate near $930,000) with an estimated assessment of about $25,833 per property. The low-pressure design would require pumps at all residences; under that approach, pumps would be owned and maintained by each homeowner.
Presentation materials noted additional costs and assumptions: a connection charge example ($4,000 on average), a $50 sewer permit fee, a variable contractor cost to connect from the lateral stub to a residence, and an annual sewer use fee currently shown as $562.38 per year. The PowerPoint also described likely roadway impacts: temporary road closures in construction zones, staged temporary pavement restoration, and permanent pavement restoration to follow DPW's pavement management schedule (the presentation anticipated permanent work could be more than 10 years out unless DPW assumes the restoration sooner).
The tentative schedule presented assumed AWPCA approval would allow design completion by June 2026, bidding in July 2026, a public information meeting and bid review in August 2026, contract award in September 2026, construction start in fall 2026 and completion in summer 2027. The minutes record that the Authority, on a motion by Drew Bloom seconded by Pam Monroe, voted to table Item 2026-3 Stony Corners & Stony Corners Circle Sewer Extension until the next regularly scheduled May meeting.
The presentation included several FAQs: connection would not be mandatory unless required by a failing system or district requirement; benefit assessments are levied on all benefitting properties even if an owner chooses not to connect; assessments would be levied after construction following a public hearing (likely Fall 2027); interest on deferred assessments would be set by the Town's bond counsel.
The minutes do not record a formal vote on selecting a project type or on levying assessments; the Authority's action on April 9 was to table the item for further consideration at the May meeting.
