Mount Pleasant council adopts library and building authority budgets and keeps property tax rate unchanged

At its June 9 meeting, the Mount Pleasant City Council approved the Mount Pleasant City Library operating budget for fiscal year 2026–27 and adopted the Local Building Authority operating budget for the same fiscal year. Council members noted the library subsidy is roughly $12,000 for the coming year.
The council also voted to adopt the city's property tax rate for 2026 with no change from last year. “No change in the property tax rate,” a council member summarized during the roll call.
During the same meeting the council approved Ordinance 2026‑10, adding chapter 42 to the municipal code to establish an administrative review and clarification process for new or unlisted business uses as required by Utah code. Several members flagged clerical numbering inconsistencies in the draft and asked staff to correct cross‑references before posting the final document. A separate ordinance addressing elected‑official and certified‑officer compensation (Ordinance 2026‑8) and an ordinance to establish fire department mitigation fees (Ordinance 2026‑9) were postponed for further review because both tie into outstanding budget discussions and, in the case of the fire fees, the fee schedule (Exhibit A) was not included in the packet.
Council directed staff to hold additional small meetings with department heads and the mayor to work through budget clarifications before the next public work session; members tentatively planned a budget work session for June 17.
Next steps: staff will clean up clerical numbering in ordinance 2026‑10 prior to publication and schedule the follow‑up departmental meetings and public work sessions requested by council.
