City Administrator Dennis Marker presented a "cleanup" to Section 1616 clarifying that for lots on curves or cul-de-sacs the width at the minimum front-yard setback must be measured by a straight line. Marker said the change is intended to clarify measurement methodology and reduce ambiguity for builders and plan reviewers.
Commissioners discussed an infill strategy to allow narrower, deeper lots in older neighborhoods near Main Street. Under the idea discussed, minimum lot widths for single-family homes would be reduced in parts of the city: R-2 from 100 feet to 80 feet and R-4 from 75 feet to 60 feet, while total lot area requirements (for example, the 10,000-square-foot standard cited for R-2) would remain the same to preserve the quarter-acre density target.
Commissioners debated whether to apply changes citywide or to create a targeted "infill zone" for older blocks where narrower lots would better fit existing patterns. City staff and several commissioners said a narrowly tailored zoning approach could focus impacts and limit unintended changes to newer neighborhoods.
The commission did not vote on the item and tabled further action to allow input from absent commissioners and to permit additional research on creating a special infill zone. The item will return after staff refines options and collects feedback.
