Kyle Starkweather asks planning board to formalize storage use and add a small indoor golf simulator at Limington airport

Kyle Starkweather told the Limington Planning Board on Nov. 17 that he is seeking two conditional‑use permits for airport property he manages: one to recognize existing indoor storage across five hangars and a second to allow a small indoor golf simulator in a 20‑by‑24 room in Building 1. He said the requests are meant to “bring into alignment the conditional use into what the historical use has always been.”

Starkweather said roughly 65 percent of the tenants he inherited at the airport use the hangars for non‑aviation indoor storage (trailers, cars) and that the golf simulator is intended as a low‑impact, small revenue source for the airport and a pilot amenity on rainy winter days. He emphasized that the proposal does not include concerts, outdoor events, camping, short‑term rentals or structural additions and that only one additional parked car would be expected at peak use.

Board members asked detailed questions about location, traffic, outside storage and electrical work; Starkweather said no outdoor storage is planned and that any outlet work would be done by a certified electrician. After discussion a board member moved to accept the application and Victoria seconded; the board voted verbally in favor to accept the application into the permitting process.

The Planning Board scheduled a public hearing on the application for Dec. 1 at 7:00 p.m., directed staff to send abutter notices and to advertise the hearing. The board said it had previously inspected the relevant building and did not plan an additional site walk, though one board member asked that the public be given the opportunity to view the site before the hearing.

Next steps: Mr. Starkweather’s application will be noticed to abutters and advertised; the Planning Board will hold the Dec. 1 public hearing and issue a conditional‑use decision thereafter.
