Mount Kisco board adopts RDX zoning amendment to allow veterinary clinics; issues SEQRA negative declaration

The Village/Town of Mount Kisco Board of Trustees voted Aug. 19 to adopt Local Law 2024‑4 amending the RDX Research and Development zoning district to permit veterinary clinics and to issue a negative declaration under the State Environmental Quality Review Act (SEQRA).

Mayor J. Michael Cindrich opened a noticed public hearing on the proposed local law. Village Manager Edward Brancati described minor language changes to the draft ordinance that followed an earlier amendment permitting veterinary clinics in the General Retail (GR) district. Clifford Davis, an attorney representing business owners in the RDX district, told the Board that the businesses did not object to the allowance of veterinary clinics but urged the Board to take a broader look at the district and to consider enacting a moratorium on new self‑storage units; his office submitted a letter to the Board.

On procedural action, the Board voted to issue a negative declaration under SEQRA (motion by Mayor Cindrich; seconded by Deputy Mayor Theresa Flora) and then adopted Local Law 2024‑4 (motion by Deputy Mayor Flora; seconded by Trustee Angie Guerra). Both motions were adopted unanimously.

The amendment aligns the RDX district text with a recent change to the General Retail district that already permits veterinary clinics. The Board did not adopt any moratorium on self‑storage units during this meeting; Clifford Davis’s request was a recommendation and the Board did not act on it during the session.

Next steps: the local law is adopted and will be codified according to standard local procedures; any separate moratorium or further amendments would require future hearings and formal action by the Board.
