Mount Kisco approves CDBG applications for four local projects totaling $4.1 million

The Village/Town of Mount Kisco Board of Trustees voted Aug. 19 to authorize submission of four Community Development Block Grant (CDBG) applications to the Westchester Urban County Consortium for federal fiscal years 2025–2027.

Village Manager Edward Brancati presented the applications and project budgets to the board, which include: Downtown Streetscape Project — Phase 3 (total cost $2,000,000; Village match $1,000,000; WUCC CDBG request $1,000,000); Fox Senior Center improvements (total cost $1,000,000; Village match $500,000; WUCC request $500,000); Maple Avenue Playground & Pocket Park (total cost $600,000; Village match $300,000; WUCC request $300,000); and the Kisco Avenue sidewalk connection (total cost $500,000; Village match $250,000; WUCC request $250,000). In aggregate the four projects total $4,100,000, with the Village committing $2,050,000 in matching funds and requesting $2,050,000 from WUCC CDBG.

The board discussed how projects were finalized for the application and asked staff for a complete project list and a memorandum from the Treasurer for the next cycle to assist in prioritization. Trustee Karen B. Schleimer moved the authorizing resolution; Deputy Mayor Theresa Flora seconded and the resolution was adopted unanimously.

The resolution authorizes the Village Manager to execute the CDBG applications, any resulting grant agreements, amendments and compliance documents. The Westchester Urban County Consortium programs are administered with technical support from the Westchester County Planning Department, which manages allocations for participating municipalities.

Next steps: the Village will submit the applications to the WUCC for consideration in the FFY 2025–2027 cycle; grant awards and timelines will depend on WUCC review and funding availability.
