Union City council approves sinkhole repair, easements and routine municipal measures

Union City Borough Council on Aug. 13 approved a series of infrastructure contracts, easements and routine municipal items, voting unanimously on motions ranging from a sinkhole repair to a kayak and canoe launch easement.
Streets Supervisor Bob Phillips reported a sinkhole affecting Municipal Lot #1 that requires replacing a 24-inch clay tile, reconnecting pipes, replacing a catch basin with a larger unit and about 10 feet of pipe. Engineer Tim Wells and Bob Carpenter of Insight recommended lining and partial replacement. Council awarded the work to Mansfield at $22,295 rather than McLallen Construction’s $23,450 estimate; both contractors required the borough to provide a truck during the project. The motion to contract with Mansfield was made by Councilor Steadman and seconded by Councilor Osborn and passed unanimously.
Council approved a retroactive easement and catch-basin arrangement at 104 East High Street with property owner Anthony Hickey after PennDOT installed a catch basin on the site. Under the approved agreement, the property owner will install a pipe from the PennDOT basin to a borough-installed basin and take responsibility for a ditch; the borough accepted responsibility for the two basins and roughly 60 feet of pipe. Councilor Osborn moved the easement motion, Councilor Kerns seconded, and the motion carried unanimously.
The council also approved an easement with the American Legion to install and maintain a kayak and canoe launch at the ballfield along French Creek. The project is being funded with assistance from the Pennsylvania Fish and Boat Commission and the Pennsylvania Environmental Council; the solicitor will prepare the easement agreement.
Other motions approved without recorded dissent included: - Approval of the borough’s 2024 minimum municipal obligation reporting for pensions (Manager Cindy Wells reported $48,029 required for the nonuniform plan and $0 for the police pension). Motion by Councilor Joyce, seconded by Councilor Kerns. - Approval of a subdivision to transfer portions of 92 West High Street to 88 and 90 West High Street; Erie County Planning had approved the survey maps. Motion by Councilor Osborn, seconded by Councilor Kerns. - Retroactive purchase of a portion of property from 8 South Street for $500 to connect to Municipal Lot #3, pending survey and solicitor paperwork. Motion by Councilor Joyce, seconded by Councilor Kerns. - Change of regular council meeting days to the first and third Monday at 6:30 p.m. during Sept.–April; next meetings set for Aug. 27 and Sept. 16 (Labor Day adjustment).
All recorded motions were carried unanimously. The meeting adjourned at 7:06 p.m.; a follow-up executive session ran to 7:52 p.m. with no action reported in the minutes.
