Goodhue County board authorizes grant application, directs ordinance revisions and approves event insurance limits and claims

The Goodhue County Board of Commissioners on June 2 authorized staff to apply for the FY2026 Port Security Grant Program, directed county staff to draft revisions to the Food and Beverage Ordinance to include seasonal on-sale liquor licenses, approved reduced insurance limits for the Goodhue Udder Run event, and approved county claims totaling $10,261,425.33.
Sheriff Kelly told the board the Port Security Grant application would include two projects: insulation and heating for the Sheriff’s Shed at Goodhue County Public Works, and funding to purchase five AXS dispatch radio consoles. Sheriff Kelly noted the grant requires a 25% county match. The board moved, seconded and carried to authorize application and acceptance if awarded (motion carried 4-0).
Finance Director Lucas Dahling asked whether the board wanted to revise the Food and Beverage Ordinance to allow seasonal on-sale liquor licenses; the board discussed the proposal and directed staff to prepare a revised ordinance including seasonal on-sale licenses and other updates to align with current county practices.
Public Works staff recommended approving the Goodhue Community Fund’s event permit for the Udder Run with reduced insurance limits and revising the Right-of-Way Event Permit special provisions; the board approved the recommendation on a 4-0 vote.
The board approved county claims across multiple funds, including General Revenue ($339,712.95), Public Works ($74,213.26), Human Services ($69,229.49) and a Settlement fund payment listed at $9,482,555.58, resulting in a total of $10,261,425.33. The board then voted to adjourn.
What happens next: staff will prepare the Port Security Grant application (including planning for a 25% match), draft proposed changes to the Food and Beverage Ordinance for board consideration at a future meeting, and implement the approved permit changes for the Udder Run event.
