Clay County approves Axon Justice purchase to centralize body-cam video and evidence

County Attorney Melton said the county currently uses a 13-terabyte on-premises Z drive that costs roughly $31,000 a year and limits storage and workflow. He told the board Axon Justice would provide cloud storage and tools for redaction and faster transcription — features he said would save substantial staff time and reduce the need for additional personnel. "There's a cost factor. It's about a $5,000 increase to the budget," Melton said, later citing a contract figure the board discussed and approved for initial implementation.
Funding and timeline: Melton said the county would pay approximately $13,000 this fiscal year from forfeiture funds and budget the remainder for 2027; the board discussed a five-year contract approach and the prospect that other local entities that already use Axon would migrate their storage to the same platform. Commissioner Ebinger asked whether current video could be migrated into the Axon ecosystem; Melton said it could and that the system's redaction and AI-assisted transcript features would reduce manual workload.
Board action: Commissioner Ebinger moved to approve the Axon Justice purchase and application; Commissioner Campbell seconded. The board approved the motion on a voice vote.
What happens next: County staff will implement the Axon Justice system, migrate existing video as needed, and reflect ongoing software costs in future budgets. Forfeiture funds will cover the initial partial year payment as discussed by staff.
