Milton approves $477,625 contract to begin Hill Tower Park Phase 1

Milton City Council authorized the mayor to execute Public Works Contract 010G with Clean Hydrovac Incorporated for up to $477,625.76 to build Phase 1 of the Hill Tower Park redevelopment.
Public Works Director Madden said the first phase will relocate existing parking out to street diagonal stalls to maximize flat park area, restore lawn, add ADA parking stalls, and extend a sidewalk connection that will later tie to adjacent development and Emerald Street. "This first phase will not have any playground equipment per se," Madden said, explaining that playground contributions come with later phases and that the package also includes drainage and storm components.
Funding and procurement: Madden said the project has adequate funds in Fund 310 and will be financed by a mix of park improvement, playground and sidewalk dollars; staff presented a bid breakout and said Clean Hydrovac offered the best value with four bidders on the public bid opening.
Public questions and cultural sensitivity: During public comment, Sunshine Glenn asked about "original remains at the top of Hilltop" and whether they would be disturbed; Madden and staff said an inadvertent discovery plan coordinated with the tribe is in place and that work will follow a "do not disturb" protocol in that upper section.
Outcome: Council voted to authorize the contract and passed the motion unanimously. Staff said further phases are in design and that building Phase 1 will strengthen the city's case for future grant funding.
