Board members said insulation should be the lead project and recommended selecting one or two backup energy-efficiency upgrades (for example, lighting or heating-system improvements) in the grant application so the town has alternatives if bids come in higher than expected. "I would say obviously we all agree with the installation," one member said, noting that a building scan conducted by the vendor showed areas with settled or missing insulation.
The chair and members agreed to go out to bid for the insulation work and to gather at least two additional contractor estimates as the grant administration requires. The board noted the $75,000 grant would likely cover a majority of insulation work, but cautioned that some energy upgrades could exceed that amount and should be listed as backup options.
What’s next: Staff will compile option lists and obtain multiple bids to meet grant requirements and prepare materials for review before sending contracts to the town attorney as needed; no final contract award was made Feb. 25.
