Planning staff report CDBG award, DCNR grant application and study on stormwater plan update

Planning staff reported several administrative and programmatic developments at the May 26 Venango County Regional Planning Commission meeting in Franklin.
Executive Director Joshua Sterling told the board that county Community Development Block Grant funding for 2025 had been awarded and will support Home Rehabilitation and Blight Demolition activities. Sterling also said he applied for a Department of Conservation and Natural Resources Community Conservation Partnership Program (C2P2) grant requesting $390,475 to build a handicapped-accessible kayak launch, repave the boat launch parking lot, and rebuild the fishing pier at Two Mile Run County Park.
Geospatial Analyst Alexandria Shreffler reported completion of an internal cost analysis used to update the time-allocation spreadsheet for fee schedule comparisons and continued work on the design and layout of the 2025 Annual Report. The Board was presented with a revised fee-schedule sheet after the Commissioner Board approved a final resolution adopting an updated schedule of fees for subdivision and land development review; the planning board took no formal action on the fee schedule at this meeting.
Deputy Director Jenna Dillion outlined preliminary work to evaluate the feasibility of a Phase I study to update the County’s Act 167 Stormwater Management Plan. Dillion said the effort would include establishing a steering committee in which each municipality would be expected to participate. She also briefed the board on current land-development activity: one application in-review, one under board consideration, and completion of a final inspection for a recently constructed UPS land development. Dillion said staff have been researching data centers and potential regulatory considerations.
Ben Porter delivered the Council of Governments report and announced the next COG meeting is scheduled for June 18 at the Frenchcreek Township building. During general public comment, Sandycreek Township Supervisor Kathy Cochran requested an update on a formal complaint from April; staff said the matter largely falls outside county jurisdiction and Cornplanter Township is pursuing follow-up. Irwin Township Auditor Anita Fuchs asked staff to follow up by email on proposed DEP changes to the Sewage Facilities Planning Program.
The board received a draft outline of the 2025 Annual Report and was asked to provide feedback within two weeks. The minutes record no substantive policy decisions or votes on awarding funds or starting the Act 167 study at this meeting.
