CCRPC discusses regional Clean Water Service Provider coordination, UPWP funding and other administrative updates

Staff told the Executive Committee CCRPC is coordinating with neighboring RPCs to support Clean Water Service Provider efforts and will host watershed intro meetings (Basin 5 meeting set for Feb. 18). Members also reviewed UPWP demand versus likely funding and discussed compensation‑study outreach and annual meeting location options.
Executive Director Charlie Baker updated the committee on Clean Water Service Provider (CWSP) coordination. He said CCRPC is working with neighboring regional planning commissions to host introductory meetings for each watershed to bring partners together and to determine interest in becoming a Clean Water Service Provider. Charlie said the Basin 5 (Direct to Lake – North) meeting is scheduled for Feb. 18 and staff will provide an update at the March meeting; a decision on whether CCRPC participates as a service provider will likely be needed at the April Board meeting. Charlie said he and Dan Albrecht will continue working with the advisory group to DEC as rules and guidance are developed.
On planning and budget items, staff reported the UPWP received applications totaling approximately $1.5 million in requests; staff is refining estimates of available funding and now believes the available amount may be closer to $1.25 million and is following up with applicants. The next UPWP Committee meeting is scheduled for Feb. 19 at 3:30 p.m. Charlie also said he will hold individual conversations with staff on compensation study recommendations before bringing personnel policy recommendations back to the Committee in March.
Members also discussed options for the CCRPC annual meeting venue, with several sites suggested including the Red Lantern (Charlotte), the Sunset Ballroom (South Burlington), All Souls (Shelburne) and the Dudley Center at UVM in Burlington. Charlie and staff noted ongoing legislative items including a Housing Bill, a Global Warming Solutions Act with roughly 60 sponsors, and an upcoming Transportation & Climate Initiative public meeting on Feb. 6 at Contois Auditorium in Burlington.
