CCRPC committee approves letter on 71‑unit Colchester Avenue housing project and discusses Act 250 bill

During review of Act 250 and Section 248 applications, staff described Colchester Avenue Housing, LLC’s application for a 71‑unit apartment building with surface and underground parking on three adjoining lots at 72, 80 and 94 Colchester Avenue in Burlington.
Committee members were told the CCRPC finds the project consistent with the Planning Areas, in compliance with Criterion 9(L), and in conformance with the Planning Areas of the 2018 Chittenden County Regional Plan. John Zicconi asked that the location description be updated to add the word "Avenue." John Zicconi moved and Chris Roy seconded a motion to approve the letter to State Coordinator Aaron Brondyke; the motion carried unanimously.
Separately, Executive Director Charlie Baker asked members for input on two documents circulated with the packet: Draft Bill 19‑0040 and CCRPC comments responding to the VNRC/Administration proposed Act 250 changes. Members discussed how Act 250 has operated over the past 50 years and the need to balance added protections for some areas with the interests of urban centers, town centers and villages. Baker noted the bill will proceed through Judiciary, House Commerce and House General prior to any House vote and potential Senate consideration. Staff will revisit members’ requests and provide additional review.
