CCRPC committee recommends Board accept VTrans statewide safety targets
Summary
The Chittenden County RPC Executive Committee voted unanimously to recommend the Board accept VTrans’ CY2020 statewide safety performance targets as reported in the 2019 HSIP Report, noting county bicycle and pedestrian crash rates remain higher than regional averages.
Chair Mike O’Brien convened the meeting and the Executive Committee heard a presentation from Eleni Churchill, Transportation Program Manager, on crash charts and the proposed CY2020 safety performance targets.
Churchill told members the memo and charts compared statewide and Chittenden County crash data and that federal regulations give MPOs 180 days to accept state DOT safety targets or set their own. CCRPC staff recommended the Executive Committee recommend that the CCRPC Board accept the VTrans statewide safety targets as reported in the 2019 HSIP Report for the metropolitan planning area. Churchill said staff found "no adverse consequence or reason to do anything else."
Members discussed local context, with John Zicconi noting Chittenden County’s relatively low totals for fatalities but a higher incidence of bicycle and pedestrian crashes. Following the discussion, Chris Roy moved and Catherine McMains seconded a motion "to recommend the Board accept the VTrans statewide safety targets as reported in the 2019 HSIP Report for the metropolitan planning area." The motion carried unanimously.
The recommendation will be forwarded to the CCRPC Board for action at its Feb. 19, 2020 meeting. If accepted by the Board, CCRPC will be recording acceptance of the statewide targets rather than adopting separate county targets.
