CCRPC discusses possible role as Clean Water Service Provider if partners do not step forward

Charlie Baker told committee members that CCRPC is engaging with partners and the Vermont Department of Environmental Conservation as rules for Clean Water Service Providers (CWSPs) are drafted. He said RPCs may need to assume CWSP responsibilities in some basins if no municipalities or other entities step forward, and that the Direct to Lake Basin may be simpler to manage given regulatory structure and MS4 oversight.
Baker said the draft proposal should be ready by the end of March and the board may see a near-final draft in April. He warned staff were not confident CVRPC would take on the Winooski basin, so CCRPC might need to cover it. Members discussed conflict-of-interest concerns and possible organizational approaches to provide or support CWSP functions. A Winooski partner meeting was scheduled for the end of March.
