Motion to hire full-time Union City officer fails for lack of a second; chief seeks clarity

The Civil Service Commission provided Union City Borough with a certified list that included one candidate who met testing and background requirements. At the July 9 meeting, the commission recommended Kenneth Fye for hire as a full-time police officer.
Police Chief David Pernice told council that Fye passed civil service testing and background checks and that the chief had favorable comments about him. Councilor Steadman moved to hire Fye, but the motion "failed for a second" and therefore died without action.
Chief Pernice later asked councilors why the motion to hire had failed so he could inform the applicant. The minutes record no council explanation. The matter was left for future discussion at a subsequent meeting.
