Union City Borough Council approves local projects, removes property lien and awards Renaissance grants

Union City Borough Council met Aug. 27, 2024, at First Global Methodist Church and unanimously approved a set of routine actions including removal of a borough lien, a small capital project contract and several grant awards.
Councilor Kerns moved to remove and satisfy a municipal lien of approximately $2,690 on 121 East High Street after Erie County Landbank requested the lien’s removal; Councilor Steadman seconded and the motion carried unanimously. Borough Manager Cindy Wells reported the lien amount as approximately $2,690 and said the property had been donated to the Landbank.
The council accepted a quote for a canoe and kayak launch at the American Legion ball field. The EADS Group engineer reviewed two quotes and noted the project cost was below the $23,200 threshold that would require formal bidding. Construction Services of PA submitted the lowest quote at $16,679; Councilor Osborn moved to accept that quote contingent on receipt of an easement from the American Legion, Councilor Kerns seconded, and the motion carried unanimously. The council recorded that bids were not required under the borough’s procurement practice because the project was under the bidding threshold.
Councilors also approved seven Renaissance Grant applications for the 2024–2025 cycle. Manager Wells said the seven projects total $60,606 in project cost and request $23,600 in grant funds; she reported the Renaissance Grant account balance at $90,547.35. Councilor Steadman moved to approve the recommended awards totaling $23,600 and Councilor Osborn seconded; the motion carried unanimously.
The council passed a resolution accepting the Erie Area Council of Governments (EACOG) audit report that had been reviewed by COG members. Councilor Osborn moved and Councilor Steadman seconded the resolution; it carried unanimously.
Manager Wells also listed upcoming items for the borough calendar, including an EMS meeting at Fort LeBoeuf on Aug. 28, a Devereaux Day kickoff and Erie-to-Pittsburgh Trail Head event Sept. 13, a Sept. 16 council meeting that will include a public hearing on a zoning-ordinance amendment (to be advertised twice as required), and a Sept. 25 presentation of health insurance plans for council members. She said the borough will send a letter of support for a PennDOT Charging & Fueling Infrastructure Discretionary Grant application along the U.S. Route 6 corridor.
The meeting adjourned at 6:19 p.m. after a motion by Councilor Osborn and second by Councilor Kerns.
