Denmark advances plan to seek voter authorization for sand-and-salt shed, staff to seek bond counsel

Town staff told the Denmark Select Board’s budget committee that a sand-and-salt shed project could be presented as a warrant article with a total project cap of up to $600,000 and borrowing not to exceed $400,000. Staff said initial conversations with the main bond bank indicate a target interest rate near 3% and that bond counsel (required by law for municipal bond issues) will be needed to prepare legal warrant language.
The warrant draft presented to members would appropriate $100,000 from the unassigned fund and $100,000 from the capital/building fund toward the project and authorize the treasurer, with select board approval, to borrow the balance. "We would be asking authorization to construct the sand and salt building up to a total project of not to exceed 600,000," staff said during the presentation.
Why it matters: the committee emphasized the need for engineering drawings, a foundation plan and more precise budgeting before voters see the article. Staff said Sebago Tech will prepare foundation designs and an engineer’s estimate, and the committee agreed that site plans and at least preliminary engineering estimates should be in hand before the article is finalized.
Committee members raised cost-control questions and contingency planning, noting that contractor bids and escalation clauses (particularly in paving contracts) can change final totals. Staff said drafting the warrant does not require immediate borrowing — the warrant would authorize the action, and the town can seek bond terms and finalize amounts before issuing debt.
Next steps: staff will seek bond counsel, complete design and cost estimates (targeting an engineer estimate by late May) and present final warrant language at the select board meeting on March 31; any borrowing would still require voter authorization if the warrant is adopted at town meeting.
