The Mount Clemens City Commission voted unanimously to adopt a resolution establishing a two-tiered performance bond for right-of-way and street-opening work, increasing the bond for street openings to $1,500 while retaining the $750 bond for sidewalk- or easement-only projects.
City administration explained the change was prompted by rising restoration costs, saying the prior $750 refund was no longer sufficient to cover the expense of repairing a cut city street. "If you're going to have a performance bond to cover the cost of fixing it if it doesn't get fixed by the contractor, $750 isn't going to cover a street opening up for a sewer or something like that," administration said during the discussion.
Commissioners compared the proposed level to neighboring communities and described the change as reasonable and likely to reduce delays associated with underfunded forfeitures. After discussion the commission called the roll and approved the resolution.
The change takes effect for permit applications that require a street opening; projects that only disturb sidewalk or easement areas remain subject to the existing $750 refundable bond.
