Staff introduced Contract 2025-04-W, described in the agenda as “water main relay package number 2,” and said the project is mainly water-related replacements with a small portion of sewer main relay near 35th Avenue and 65th Street. Staff recommended awarding the contract to the lowest bidder in the amount of $442,980. "This is just a contract with the majority being water related replacements," staff said, explaining the work is intended to address deficiencies discovered during investigations and to accommodate related projects. The current landowner had agreed and documents were in order; the board approved recording the easement by voice vote.
During commissioner comments, one commissioner asked staff for an update on construction activity on 22nd Avenue. Staff said a prior water-main break and repair likely undermined a sanitary manhole, causing it to sink and disrupting connections; staff said the recommended remedy is to replace the manhole with a dog-house style manhole and perform full panel pavement replacement to minimize future issues. "We made the necessary repair... our best assessment is that that water main repair... undermined the sanitary manhole," staff said.
