The Orleans Select Board on June 17 voted to authorize the Outermost Roots & Blues Festival for Oct. 10–11, granting Friends of NASA Beach permission to proceed with planning and directing town staff to coordinate operational, safety and environmental measures.
Festival president Mike McNamera summarized the 2025 event, saying businesses benefited and public-safety coordination went well despite poor weather on Sunday. He said attendance patterns make ticketing unpredictable, and that rising production and transportation costs—particularly fuel—are pressuring festival budgets.
McNamera said the Friends of NASA Beach donated a $30,000 Polaris utility vehicle for turtle monitoring, piping plover and other beach work, and that the group plans to reinstall a Starlink terminal to improve beach Wi‑Fi for staff and visitors. Kelsey (Friends representative) said the organization carved out funds to invest in natural‑resource stewardship despite a less‑profitable year.
Several board members and chiefs praised last year’s operational coordination and emphasized that planning should begin early. Select Board members also highlighted environmental commitments: vendors will be asked to avoid single‑use plastics and the festival is working with Surf Rider and local environmental groups to meet town expectations on sustainability.
After discussion about logistics and public‑safety review, a motion to support the festival, authorize staff assistance and proceed with licensing and planning was moved, seconded and approved by voice vote. The board said it expects at least one additional check‑in with organizers before the event and clarified that police, fire and natural‑resource staff will be involved in operational planning.
Organizers said artists were in early discussion but no contracts were announced at the meeting. The authorization clears the way for organizers to begin formal planning and public notices; festival details such as final lineup, ticketing strategy and vendor terms will be set in subsequent meetings and permitting processes.
