Neighbors prevail as rezoning for 400 Mount Carmel fails after heavy public opposition

A proposed rezoning of a roughly 3-acre parcel at 400 Mount Carmel Road from single-family (R1) to medium-density residential (R2) failed after extensive public comment and deliberation.

The applicant’s engineer, representing owners who proposed duplex-style units with a single ingress to Highway 321, said the parcel’s shape and proximity to the highway made R2 a reasonable option and noted efforts to limit driveway access. Dozens of neighbors — including Casey Moore, Garrett Nelson, WC Moore and others — testified in opposition during the public hearing, raising multiple objections: conflict with the future land-use map (which staff had identified as commercial), increased traffic and safety concerns on Dietrich and Mount Carmel roads, incomplete or illegible application exhibits, and potential flood/drainage impacts.

Supporters for the rezoning argued there is a need for attainable, family-oriented duplex housing and that some nearby properties are already rentals. Staff and the chair emphasized that rezoning is a land-use decision; traffic, drainage and detailed site layout would be addressed in later phases if rezoning passed. After discussion, the commission took a roll-call vote; a motion to approve failed and the rezoning did not pass.
