Applicant Tammy Carmichael (self-identified resident and owner) described a 5.5-acre plan with utilities at each vendor pad, pavilions, green space, a refurbished pole barn for events, and small indoor concession space. She said the park is modeled on successful food-truck parks elsewhere and that the ordinance metric (1,000 square feet per truck) would allow more vendors given the site's acreage, but the numeric cap in code limits lots to 10.
Staff noted the special-use permit will be required for the food-truck use in the C2 district and that the earlier variance (vendor count) was contingent on the special-use approval. Commissioners asked about operations, winter activity, and site amenities. No opponents spoke during the public-hearing portion of the item. The commission approved the variance in the Board of Adjustment and later approved the special-use permit in the Planning Commission by roll-call votes (one commissioner dissenting on the special-use motion). The approvals are subject to the conditions listed in the staff report and the variance terms.
