On Feb. 24 the South Jordan Planning Commission recommended that City Council approve a text amendment to allow personal and professional uses in the MU R&D (mixed-use research and development) zone near Redwood Road while expressly excluding massage therapy and tattoo parlors.
Staff explained the MU R&D zone currently does not permit personal uses such as beauty and barber shops, clothing rental, dry cleaning, photography, tanning, massage, or tattoo parlors. "She specifically wants to do a beauty salon," staff said of applicant Chloe Judd’s request. Staff recommended allowing personal and professional uses but proposed excluding massage therapy and tattoo parlors from permitted uses in this specific zone and not creating conditional uses for these categories.
Commissioners asked why staff recommended permitted rather than conditional uses. Staff said it would be difficult to craft mitigating standards for conditional use review and that the MU R&D area is limited in extent; staff also noted that broader code updates are underway to harmonize definitions across mixed-use zones.
Legal counsel advised the commission that excluding two specific personal uses in this zone does not present a legal barrier to the council. "Problem there. The legislative authority of the city council is enough to meet that," counsel said, referring to whether a council could exclude certain uses.
Commissioner Hollis moved that the commission recommend City Council approve Ordinance 2026‑05 to add personal and professional uses to the MU R&D zone (excluding massage and tattoo parlors); Commissioner Harding seconded and the motion passed on a vocal vote, 5–0. City Council will hear the item March 17.
The amendment would allow beauty salons and many professional services in the MU R&D area while keeping two specified personal-use types prohibited in that zone; staff told the commission the affected MU R&D area is geographically limited and largely consists of properties owned by Merit Medical.
