Bradley Beach approves multiple infrastructure contracts and one-time event exceptions for World Cup matches

Contracts and awards: Council authorized professional services with the design/inspection consultant for the Promenade Extension Phase One (Third Avenue to Second Avenue) and awarded two sanitary-sewer construction contracts (Ocean Park Avenue Phase 1 and Fifth Avenue/Parkplace Phase 2) to Fernandez Construction. Officials said sewer work will be financed through the New Jersey Infrastructure Bank principal-forgiveness program and scheduled to begin after Labor Day to avoid summer-season disruption. The council emphasized communications plans and QR-code postings to notify residents about timing and traffic impacts.
Concession and operations: Council approved reducing the first-year license fee for a beachfront promenade concession from about $21,000 to $5,000 because construction delays (notably electrical-service upgrades with JCP&L) may prevent the concession from opening on time; council said the concessionaire will resume full fees in later years.
World Cup special events: The borough ratified a previously granted, emergency permission that allowed Darcy's Tavern to remain open until 2:30 a.m. on June 14 for a World Cup event and approved a one-time exception allowing outdoor televisions until 12:30 a.m. (or 15 minutes after the match) on June 25. Council members described outreach to nearby residents, police planning for on-site presence, and negotiated conditions to limit noise and manage crowds. Several council members abstained from votes when they disclosed proximity or potential conflicts.
Council also approved routine consent-agenda items (2026-168 through 2026-173) and several other calendar resolutions, including a block-party permit for Third Avenue.
