During other business the Planning Commission received an update that staff is still reviewing Senate Bill 284, a state-level change to Land Use Development Management Act provisions that may alter what land-use items require commission review and change exaction rules. The staff speaker said the bill is lengthy and that the department is "still digesting" its implications and will communicate to the commission as they understand the specific impacts.
Separately, a commissioner raised a concern that a concrete barricade may be blocking a secondary access on 104th South, potentially affecting emergency or secondary access for properties in that area. The commissioner asked whether it is standard process to allow a permanent concrete barrier; staff said they were not aware of the barricade and would look into whether the matter is subject to code enforcement or another city mechanism.
Staff also previewed agenda items for the March 24 meeting, noting two administrative items currently scheduled (including a reception center/conditional use near the Hindu temple property on 104th South). One commissioner said he might need to recuse himself from an upcoming item depending on the applicant.
Next steps: staff will continue reviewing SB 284 and will follow up with commissioners about any changes affecting commission procedures. Staff will also investigate the reported concrete barricade on 104th South and report back.
