Planning staff (Demir) said the lot sits lower than adjacent properties to the north and west and noted other nearby two‑story buildings, which together mitigated anticipated impacts from the requested height. Demir also identified planned offsets from property lines—approximately 11–14 feet to adjacent homes—and confirmed that most other code requirements would be met.
No members of the public spoke on the item. Commissioners asked staff to confirm how the 19‑foot measurement was taken and whether the structure could later be used as an accessory dwelling unit; staff said ADU conversion would trigger building‑permit and compliance reviews and might require additional commission review depending on size.
A commissioner moved to approve file PLCUP 202500164 (Weller Detached Accessory Building CUP) based on the findings in the staff report with a condition that the building plan be revised to comply with window‑setback requirements. Commissioner Michelle Hollis seconded the motion. The planning commission voted unanimously to approve the conditional use permit (3‑0).
The conditional use permit approval allows the wall‑height exception to be recorded with the property; future compliance for any ADU conversion would be determined under separate building‑permit rules and, if required by size, additional commission review.
