They said they will prohibit events, require a minimum stay of three nights, and install fire extinguishers, smoke detectors and carbon monoxide detectors. The Harlands said they contacted staff before applying to understand local rules; staff said a similar short‑term rental had recently been approved in Salem and that there were no additional county requirements to be met beyond the conditional‑use approval.
After a motion and second, the commission approved the conditional use by voice vote.
