Council tables farmers market stipend; grant submission still possible

The council debated whether to approve a $500 monthly stipend for the farmers market manager and whether to allow submission of a Great Strides grant that may include compensation for grant-writing. "Eva," identified in the meeting as the market organizer, told the council the grant application and supporting materials were already prepared and that the memo seeking approval to submit the application was separate from the $600 payment being requested for grant-writing assistance. Council members asked for financial reports showing market revenue and expenses before authorizing a stipend; several members argued the market should remain volunteer-run until it clearly generated sustainable income.

The council voted to table the stipend request and to delay final approval of any pay package for market management; members noted the committee could submit the grant paperwork if the council formally approves submission before the state deadline. The market group reported prior-year revenue (cited in discussion as roughly $683 in one line item and about $600 in the market account) and outlined planned fundraisers (yard sale, bingo, 50/50 ticket sales) to support July Fourth activities.

Council directed staff and the market committee to provide clearer financial statements and projections to justify any stipend and to report back at a subsequent meeting.
