Administrator Brandon Umba told the Committee the ordinance is largely a standard form reviewed by the township solicitor and was prompted by a request from Netflix to film in the area. Caryn Hargrave asked why two ordinances were introduced at a special meeting; Umba said timing related to scheduling with the Land Development Board and solicitor review required the chosen sequence.
Scott Mitchell of Vincent Fire Company asked whether the ordinance or application process would require production companies to hire local emergency services for safety and traffic control rather than private vendors. Umba replied that applications will be subject to the administrator's review and approval, indicating that public‑safety needs would be addressed during application review.
The ordinance passed on a roll call vote with all members voting in the affirmative. Township officials said companies seeking to film will need to submit applications for administrative review under the new chapter.
