Board approves FY27 audit plan calling for 50 audits and targeted follow-ups

The Milwaukee School District board approved the Office of Accountability and Efficiency’s proposed FY27 annual plan of audits and district risk assessment after a presentation by OAE staff.
Matt Chase of OAE introduced the item and Interim Chief Auditor Matthew Hart summarized the plan, which he said "includes 50 audits related to operations and policy compliance in traditional, charter and partnership schools," plus three follow-up reviews and continuing performance audits that began in FY26. Hart said the plan also includes a new performance audit of the contract life-cycle process, ongoing response to hotline complaints, and updates to internal templates and programs.
Hart described the district risk assessment that informed the plan: it was confidentially distributed to 89 individuals with a 72% response rate and identified areas of low, moderate and higher risk. Hart emphasized that a higher risk rating does not indicate existing wrongdoing but signals where more oversight is prudent. In response to questions from President Zamber, Hart said charter-school audit frequency is often contract-driven for instrumentality charters, while traditional MPS schools are typically audited on a five-year cycle with out-of-cycle audits for triggers such as new principals.
Director Simpson moved to approve the FY27 plan of audits and the district risk assessment as attached. The roll call recorded seven 'aye' votes and the motion passed.
