Council gives first reading to ordinance broadening commercial and light‑industrial uses, adds animal‑care standards

Senior planner Winston Larson explained the ordinance would allow arts and vocational schools, gymnasiums, health studios and similar uses as permitted uses in specified districts and would add definitions and operational standards for animal shelters and animal daycare/boarding. Larson said standards would address compatibility with residential areas by setting requirements for indoor pens and kennels, setbacks from residences and waste‑disposal protocols.
Larson told council the planning commission reviewed the draft amendments and voted on April 23 to recommend council approval. City staff recommended the council close the hearing, give first reading and return the ordinance for subsequent action.
No formal adoption occurred at this meeting; the council closed the public hearing at 7:17 p.m. and advanced the ordinance to first reading for later consideration.
