Public Arts Board chair Mr. Coons described the winning concept as a large, tile‑style figure meant to be seen from a distance with smaller tile vignettes that provide historical and local references on closer inspection. The theme was described as "Oviedo — past, present and future." The board provided the top four ranked designs for council review and recommended the first‑place artist.
Council discussion praised the board’s process and selection but included some requests for minor design adjustments: change the depicted palm to a native species, ensure the olive/coontie motif is clear and consider whether a small explanatory plaque is necessary. Staff said the selected artist would resize or adjust the design to fit the wall and that the Public Arts Board has discretionary funds it could use for a plaque (within the $1,500 cap suggested in the code amendment). The council approved the resolution accepting the recommended design.
