Dorchester County Council adopts a package of administrative policies, reopens procurement rules and awards landfill recycling contract

The council passed Resolution 696 to amend and re-adopt the county procurement policy governing contracting, purchasing and competitive bidding. Officials then approved Resolution 697, which establishes controls and cardholder responsibilities for county-issued purchasing cards; Resolution 698, which updates travel and reimbursement rules; Resolution 699 on eligibility and documentation for county-funded business meals; Resolution 700 on fixed-assets accounting and maintenance; and Resolution 701, which re-adopts the motor fuels policy. Each resolution was presented as posted to county departments for comment and carried on roll-call votes with all members recorded as "Yes."
On procurement outcomes, the council accepted a staff recommendation to award bid 2026-6 for landfill recycling services to Waste Management of Delaware Inc. The contract is for a three-year period funded by the FY27 operating budget at a stated cost of $15,091.16 per month; council members noted that the county’s prior monthly cost was about $27,000 and said the new award reduces that expense. Solid waste staff (named in the packet as John Cooney, solid waste manager) provided the recommendation.
Council members also approved a public-works request to proceed with energy-efficient lighting upgrades in the county office building; the vendor was identified as Kenzie Electric at $191,598 but the project was presented as carrying no direct cost to the county because of the financing structure described to the council.
Why it matters: The package tightens procurement and operational controls that affect how county departments purchase goods and manage assets and cards.
