Ipswich commission approves waivers for a backyard court and trail crossings, ratifies enforcement order

At its May 6 meeting the Ipswich Conservation Commission approved a pair of waiver requests for projects near wetlands, ratified an enforcement order on another property and set follow-up actions for staff.
For 112 Town Farm Road (application 36-1582), wetland scientist Ann McMenemy described revisions including a reduced mitigation area (from 975 sq ft to 942 sq ft) and two additional monuments. Abutter Paul Barese raised concerns that the mitigation zone and proposed drainage could affect nearby septic systems and leach fields. Chair Jennifer Hughes said plantings are proposed between the proposed basketball court and the wetland but cautioned that plantings do not change hydrology. Commissioner James (Jim) Stone moved to approve waivers for work in the No-Disturbance Zone and No-Build Zone; the motion was seconded by Commissioner Patrick Kriksceonaitis and passed unanimously. The commission also voted to close the public hearing and directed Agent Mary Lester to prepare an Order of Conditions for the May 20 meeting.
Representatives of the Essex County Trail Association and Rimmer Environmental presented a plan for an equestrian trail on properties at 15 Chebacco and 32 Candlewood Road (application 36-1591). Additional boardwalk details and crossing dimensions were added to the plan and a replication planting area was included. Commissioner Kriksceonaitis moved to approve waivers for work in NBZ and NDZ with the stated replication area; Commissioner Karin Hawkinson seconded and the motion passed unanimously. The public hearing was closed.
On enforcement matters, Agent Mary Lester reported that she met with Mike DeRosa regarding a restoration plan for 19 Waldingfield Road; Chair Hughes recused from that matter and Vice Chair Sissy ffolliott chaired. The commission voted 4–0 (Hughes recused) to ratify the enforcement order. For 324 Linebrook Road (36-1596), Lester confirmed the wetland delineation and observed an unapproved driveway to a pool and stockpiled materials; ffolliott moved to continue the matter and the commission asked that an Emergency Certificate be installed immediately and for Lester to issue a violation letter.
What happens next: Orders of Conditions will be prepared for matters that were closed with an OOC direction; enforcement follow-ups and site visits were assigned to the Conservation Agent and the 70 North Ridge and other matters were continued to May 20, 2026.
