Prairie Grove council approves series of ordinances and resolutions on zoning, budgets and procurement

Finance and administration: Council approved a resolution to set the property tax levy (staff noted this year did not require a rollback) and adopted a state‑required artificial intelligence use policy that requires human review of AI outputs and prohibits inputting private or protected information. The council also accepted the city’s federal audit findings, which included recurring items on separation of duties and internal financial reporting tied to limited GAAP preparation experience.
Procurement and equipment: The city accepted a low bid from River City Hydraulic for a side‑load trash truck, which staff said is intended to improve route efficiency and address driver shortages; staff estimated the bid at roughly $316,841 and said the best‑case delivery is end of January. Council also approved disposals for three out‑of‑service vehicles.
What next: Several items—like the island‑territory annexation—were read for the first time and will require a public hearing and a subsequent voting meeting to finalize. Staff were directed to provide contract language, scope documents and enforcement guidance where relevant and to include budget details at the Nov. pre‑budget meeting scheduled for Nov. 13.
