Planning commission approves doggy daycare and a residential boarding house at Heritage Parkway

Prairie Grove — The Planning Commission approved two separate conditional uses on Nov. 6: a doggy daycare ("Bark Park") proposed for 3588 East Heritage Parkway and a residential boarding house at 3411 East Heritage Parkway.
Applicant Amy presented the Bark Park proposal, saying the facility will include indoor and outdoor play areas, vaccination and behavioral screening and trained staff; commissioners agreed the doggy daycare use was appropriate for the site and voted to approve the conditional use. "Our mission is to create a professionally managed, clean, and safe environment," the applicant said.
Separately, commissioners considered a request to allow a boarding-house (room rentals sharing common areas) in an existing three-bedroom structure on 3411 East Heritage Parkway. Commissioners discussed parking requirements, occupant turnover, noise and whether the mixed-use business (MUB2) zoning already allows similar multifamily configurations. Several members said the existing structure made a conditional-use approval reasonable and emphasized that conditions (parking, fences, operating rules) could be attached; the motion to approve the boarding-house conditional use passed on a voice vote.
Both approvals are conditional uses tied to the approved operators and sites; if the property changes or the operator alters the use, the approvals may need to be revisited.
